Since beginning her career almost two decades ago, Libby has dedicated herself to meaningful advocacy. She found ways to contribute to her community no matter where the military sent her family.
After several years in private practice as a family law attorney, she began working with the Military Spouse JD Network, ultimately serving as President of the organization supporting career-minded military spouses. MSJDN successfully advocated for licensing accommodations in over 40 jurisdictions to reduce employment barriers for military spouses, laying the foundation for the January 2023 Congressional amendment to the Servicemembers Civil Relief Act allowing servicemembers and their spouses to use their professional licenses when they relocate due to military orders.
Libby has served in a variety of ways, including leading the San Diego Military Spouse Economic Empowerment Zone for the U.S. Chamber of Commerce and organizing the Homefront Rising initiative to encourage military family voices in leadership roles. While earning a Master’s degree in Public Leadership from the University of San Francisco, she authored The Military Spouse’s Guide to Running for Office.
Libby’s advocacy took her to DC, where she spent seven years as an Attorney Advisor at the Department of Veterans Affairs. She also spent a year on Capitol Hill, advising a Senator on issues related to veterans and military-connected families. Libby then moved to the White House, serving as Senior Advisor to Joining Forces, Dr. Biden’s initiative supporting veteran and military families, caregivers, and survivors. There, she coordinated the interagency process, obtaining over 80 commitments to veterans and military families as outlined in the September 2021 White House “Strengthening America’s Military Families” report. She also spearheaded the June 2023 Executive Order on Advancing Economic Security for Military and Veteran Spouses, Military Caregivers, and Survivors.
Most recently, Libby worked for the Democratic National Committee and then served as the National Director of Veteran and Military Family Engagement for the Harris-Walz campaign.
For her efforts, Libby has been recognized as Military.com’s 2019 Spouse Changemaker of the Year, a 2019 Scholar with the George W. Bush Institute's Stand-To Veteran Leadership Program, and a member of the 2023 Mighty 25.
